A BILL TO BE ENTITLED
 
AN ACT
  relating to a study by the Texas A&M Transportation Institute
  regarding the economic impact of navigation districts on the state
  and local economies.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  STUDY ON ECONOMIC IMPACT OF NAVIGATION
  DISTRICTS. (a)  The Texas A&M Transportation Institute shall
  conduct a study to examine the economic impact and potential for
  economic growth of navigation districts in this state.  The study
  shall determine:
               (1)  the direct economic impact of each navigation
  district on the economy of this state;
               (2)  the total population located in the boundaries of
  each navigation district; and
               (3)  the projected economic growth over the next 10
  years for each navigation district.
         (b)  In addition to the requirements of Subsection (a) of
  this section, the study shall determine the economic impact,
  population, and projected economic growth of each navigation
  district at the county level.
         SECTION 2.  REPORT. Not later than December 1, 2024, the
  Texas A&M Transportation Institute shall submit to the lieutenant
  governor, the speaker of the house of representatives, and each
  member of the legislature a written report containing the results
  of the study under Section 1 of this Act.
         SECTION 3.  EFFECTIVE DATE. This Act takes effect September
  1, 2023.
