A BILL TO BE ENTITLED
 
AN ACT
  relating to a study conducted by the Texas Historical Commission
  regarding the repair and renovation of Rosenwald school structures
  located in the south central region of this state.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  STUDY. (a) In this Act, "commission" means the
  Texas Historical Commission.
         (b)  The commission shall conduct a study to assess the
  funding needed to repair and renovate Rosenwald school structures
  in the south central region of this state. The study must:
               (1)  include an inventory of Rosenwald school
  structures and a determination of the condition of each structure;
               (2)  based on the inventory under Subdivision (1) of
  this section, assess the need for funding for repair and renovation
  of the Rosenwald school structures;
               (3)  develop a financial plan for repair and renovation
  of the Rosenwald school structures, including options for funding
  through state appropriations and other sources; and
               (4)  examine the feasibility of using the Rosenwald
  school structures as community learning centers.
         (c)  In conducting the study under this section, the
  commission shall consult with:
               (1)  Prairie View A&M University; and
               (2)  counties and municipalities in which Rosenwald
  school structures are located.
         SECTION 2.  REPORT. Not later than September 1, 2024, the
  commission shall prepare and submit to the legislature a written
  report summarizing the results of the study. The report must
  include:
               (1)  recommendations for legislative or other action;
  and
               (2)  any other matters the Texas Historical Commission
  considers appropriate.
         SECTION 3.  EXPIRATION. This Act expires December 1, 2024.
         SECTION 4.  EFFECTIVE DATE. This Act takes effect September
  1, 2023.
