CONCURRENT RESOLUTION
         WHEREAS, Dr. Stephanie Howard began her new position as
  superintendent of the Midland Independent School District on
  January 3, 2023; and
         WHEREAS, Over the course of her exemplary 28-year career in
  education, Dr. Howard has distinguished herself as a teacher,
  coach, instructional services director, assistant principal, and
  principal; in 2013, she moved into district administration and
  became the executive director for curriculum and instruction for
  Ector County ISD, where she oversaw the curriculum and instruction
  components for district students in pre-K through 12th grade and
  supervised 38 instructional coaches; she went on to serve as
  superintendent of Plains ISD before returning to Ector County ISD
  in 2018 as deputy superintendent; she was appointed superintendent
  of Crane ISD in 2021, and under her able leadership, the district's
  accountability rating from the Texas Education Agency improved from
  a "D" in 2019 to a "B" in 2022; and
         WHEREAS, In recognition of her many accomplishments,
  Dr. Howard was named High School Principal of the Year and High
  School Assistant Principal of the Year for Region 18 by the Texas
  Association of Secondary School Principals, and she received a
  Midland Classroom Teachers Association Administrator of the Year
  award and a PTA life membership award; and
         WHEREAS, Dr. Howard earned her bachelor's degree from Angelo
  State University, her master's degree from The University of Texas
  Permian Basin, and her doctorate from The University of Texas at San
  Antonio; she also holds both a principal certification and a
  superintendent certification from the State of Texas, and prior to
  joining district administration, she served on the board of
  directors for the Texas Association of Secondary School Principals
  for eight years; and
         WHEREAS, Throughout her career, Stephanie Howard has upheld
  the highest standards of her profession, and she is sure to bring to
  her new position equal commitment and energy; now, therefore, be it
         RESOLVED, That the 88th Legislature of the State of Texas
  hereby congratulate Dr. Stephanie Howard on her appointment as
  superintendent of the Midland Independent School District and
  extend to her sincere best wishes for a successful tenure; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for Dr. Howard as an expression of high regard by the Texas
  House of Representatives and Senate.
