A JOINT RESOLUTION
|
|
|
proposing a constitutional amendment to require the legislature to |
|
|
appropriate funds to state institutions of higher education to fund |
|
|
certain education benefits provided to veterans and family members |
|
|
of veterans. |
|
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Article VII, Texas Constitution, is amended by |
|
|
adding Section 21 to read as follows: |
|
|
Sec. 21. Each state fiscal biennium, the legislature shall |
|
|
appropriate to each state institution of higher education, out of |
|
|
the first money coming into the treasury not otherwise appropriated |
|
|
by this constitution, an amount sufficient to fund at least 50 |
|
|
percent of the cost to the institution during the most recent state |
|
|
fiscal biennium of providing tuition and fee exemptions for |
|
|
veterans and family members of veterans as required by the |
|
|
legislature by general law. |
|
|
SECTION 2. This proposed constitutional amendment shall be |
|
|
submitted to the voters at an election to be held November 7, 2023. |
|
|
The ballot shall be printed to provide for voting for or against the |
|
|
proposition: "The constitutional amendment requiring the |
|
|
legislature to appropriate funds to state institutions of higher |
|
|
education to fund certain education benefits provided to veterans |
|
|
and family members of veterans." |
