R E S O L U T I O N
|
|
|
WHEREAS, Ambassador Esteban Moctezuma Barragán has been |
|
|
named the 2023 Señor Internacional by the League of United Latin |
|
|
American Citizens Council No. 12 in Laredo; and |
|
|
WHEREAS, Each year, LULAC Council No. 12 selects a Señor and |
|
|
Señora Internacional as part of the Washington's Birthday |
|
|
Celebration in Laredo, a month-long event that features parades, a |
|
|
carnival, and an international bridge ceremony symbolizing the |
|
|
friendship between the U.S. and Mexico; chosen for their |
|
|
contributions to Hispanic Americans and the Southwest, the honorees |
|
|
each represent one side of the U.S.-Mexico border; and |
|
|
WHEREAS, Esteban Moctezuma Barragán has served as the Mexican |
|
|
ambassador extraordinary and plenipotentiary to the U.S. since |
|
|
February 2021; over the course of his tenure, his priorities have |
|
|
included working in behalf of Mexicans in the U.S., supporting |
|
|
COVID-19 vaccinations for migrant workers, raising awareness of the |
|
|
achievements of Mexican communities abroad, and fostering |
|
|
bilingualism; and |
|
|
WHEREAS, Before taking on his current position, Ambassador |
|
|
Moctezuma Barragán held a number of important roles with the |
|
|
Mexican government, including secretary of public education, |
|
|
secretary of social development, secretary of the interior, and |
|
|
senator of the republic; he holds a bachelor's degree in economics |
|
|
from the Universidad Nacional Autónoma de México and a master's |
|
|
degree in political economy from the University of Cambridge; and |
|
|
WHEREAS, Esteban Moctezuma Barragán has made vital |
|
|
contributions to the U.S.-Mexico border region, and he is indeed |
|
|
deserving of this most recent honor; now, therefore, be it |
|
|
RESOLVED, That the House of Representatives of the 88th Texas |
|
|
Legislature hereby congratulate Ambassador Esteban Moctezuma |
|
|
Barragán on being named the 2023 Señor Internacional by LULAC |
|
|
Council No. 12 in Laredo and extend to him sincere best wishes for |
|
|
continued success with his important work; and, be it further |
|
|
RESOLVED, That an official copy of this resolution be |
|
|
prepared for Ambassador Moctezuma Barragán as an expression of high |
|
|
regard by the Texas House of Representatives. |
