R E S O L U T I O N
|
|
WHEREAS, Dr. Maria-Elena Giner has been named the 2023 Señora |
|
Internacional by the League of United Latin American Citizens |
|
Council No. 12 in Laredo; and |
|
WHEREAS, Each year, LULAC Council No. 12 selects a Señor and |
|
Señora Internacional as part of the Washington's Birthday |
|
Celebration in Laredo, a month-long event that features parades, a |
|
carnival, and an international bridge ceremony symbolizing the |
|
friendship between the U.S. and Mexico; chosen for their |
|
contributions to Hispanic Americans and the Southwest, the honorees |
|
each represent one side of the U.S.-Mexico border; and |
|
WHEREAS, The daughter of an immigrant, Maria-Elena Giner grew |
|
up along the U.S.-Mexico border, and she is both bicultural and |
|
bilingual; she attended Loretto Academy in El Paso and continued |
|
her education at Loyola Marymount University, where she earned a |
|
bachelor's degree in civil engineering; she went on to receive a |
|
master's degree in business administration from The University of |
|
Texas at El Paso and a doctorate in public policy from UT Austin; |
|
and |
|
WHEREAS, Dr. Giner previously served as the general manager |
|
for the Border Environment Cooperation Commission, and over the |
|
course of her tenure, she focused on policies addressing |
|
U.S.-Mexico cooperation on water, energy, and climate change; in |
|
2021, she was appointed to her current role as the U.S. commissioner |
|
of the International Boundary and Water Commission, United States |
|
and Mexico; a registered professional engineer, she has also |
|
published extensively on water policy and transboundary bilateral |
|
cooperation; and |
|
WHEREAS, Maria-Elena Giner has made vital contributions to |
|
the U.S.-Mexico border region, and she is indeed deserving of this |
|
most recent honor; now, therefore, be it |
|
RESOLVED, That the House of Representatives of the 88th Texas |
|
Legislature hereby congratulate Dr. Maria-Elena Giner on being |
|
named the 2023 Señora Internacional by LULAC Council No. 12 in |
|
Laredo and extend to her sincere best wishes for continued success |
|
with her important work; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for Dr. Giner as an expression of high regard by the Texas |
|
House of Representatives. |
