R E S O L U T I O N
         WHEREAS, Dr. Katharine Heffner completed the Texas
  Anesthesiology Policy Research Rotation Program during the 88th
  Texas Legislature; and
         WHEREAS, Launched by the Texas Society of Anesthesiologists
  in 2023, the program offers two resident physicians each
  legislative session the opportunity to experience policymaking at
  the Capitol and learn about the political factors that impact the
  practice of anesthesiology; the initiative is accredited by the
  American Board of Anesthesiology; and
         WHEREAS, Katharine Heffner has participated in policy
  meetings, developed policy materials, and testified in and attended
  committee hearings; in addition, she has provided updates on policy
  developments affecting the practice of anesthesiology to members of
  the TSA; and
         WHEREAS, Raised in Evanston, Wyoming, Dr. Heffner received
  her bachelor's degree in neurobiology and a McCombs School of
  Business certificate in business foundation from The University of
  Texas at Austin and went on to earn her medical degree from the
  Texas A&M University School of Medicine; she has completed
  rotations at Memorial Hermann Hospital and Lyndon B. Johnson
  Hospital, and she holds certification in basic focus assessed
  transthoracic echocardiography and advanced cardiac life support;
  currently, she is an anesthesiology resident at The University of
  Texas Health Science Center at Houston, and she is scheduled to
  finish this assignment in June 2023; and
         WHEREAS, Katharine Heffner has gained valuable insight into
  the legislative environment and the policymaking process, and the
  Texas Society of Anesthesiologists is sure to benefit from her
  knowledgeable perspective as her career progresses; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby congratulate Dr. Katharine Heffner on
  completing the 2023 Texas Anesthesiology Policy Research Rotation
  Program and extend to her sincere best wishes for continued success
  in her endeavors; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Dr. Heffner as an expression of high regard by the
  Texas House of Representatives.
