R E S O L U T I O N
|
|
|
WHEREAS, Dwayne G. Bishop has been named a recipient of the |
|
|
2023 Outstanding Texan Award for House District 111 by the Texas |
|
|
Legislative Black Caucus; and |
|
|
WHEREAS, Mr. Bishop is the president and CEO of |
|
|
Congregational Security, Inc. (CSI), a private security company |
|
|
that has served a number of high-profile clients; he honed his |
|
|
skills in security training, deployment techniques, crime |
|
|
analysis, risk assessments, and other areas in his work as a |
|
|
detective with the Dallas Police Department's Dignitary Protection |
|
|
Unit; today, he operates a widely respected firm that trains and |
|
|
employs more than 450 personnel from the public safety and private |
|
|
security sectors; and |
|
|
WHEREAS, Since 2002, CSI has provided security for the Dallas |
|
|
Mavericks basketball team, and his client base has included |
|
|
celebrities such as NBA superstars LeBron James and Dirk Nowitzki, |
|
|
retired Dallas Cowboys star Emmitt Smith, and entertainment tycoon |
|
|
Steve Harvey; he served as the lead NBA security representative for |
|
|
the 2010 NBA All-Star game in Dallas, and the following year, he was |
|
|
invited by the NFL to assist in overseeing security for the 2011 |
|
|
Super Bowl game; more recently, he led the planning and |
|
|
implementation of security for the 2017 induction of Dallas Cowboys |
|
|
owner Jerry Jones into the Pro Football Hall of Fame; in addition to |
|
|
his work for major sporting events and sports organizations, he has |
|
|
served as security director for both the Dallas and Fort Worth |
|
|
Housing Authorities and for St. John Baptist Church; he has also |
|
|
shared his expertise as a senior advisor to Command Consulting |
|
|
Group, which provides national and international security |
|
|
management services to government and corporate executives; and |
|
|
WHEREAS, Dwayne Bishop's achievements as an entrepreneur and |
|
|
as a leading expert in security have earned him the respect of his |
|
|
peers, his clients, and his fellow citizens alike, and he is indeed |
|
|
a deserving recipient of this prestigious honor; now, therefore, be |
|
|
it |
|
|
RESOLVED, That the House of Representatives of the 88th Texas |
|
|
Legislature hereby congratulate Dwayne G. Bishop on his receipt of |
|
|
a 2023 Outstanding Texan Award from the Texas Legislative Black |
|
|
Caucus and extend to him sincere best wishes for continued success; |
|
|
and, be it further |
|
|
RESOLVED, That an official copy of this resolution be |
|
|
prepared for Mr. Bishop as an expression of high regard by the Texas |
|
|
House of Representatives. |
