R E S O L U T I O N
         WHEREAS, The Texas Association of Regional Councils is
  celebrating the 50th anniversary of its founding in 2023; and
         WHEREAS, Established in 1973, TARC was formed by regional
  councils of governments (COGs) to encourage cooperation and improve
  coordination and communication in planning efforts at the local,
  regional, and state levels; the association is made up of 24
  regional councils, and it supports its member agencies in their
  work to enhance quality of life in their communities through
  regional strategies, partnerships, and solutions; and
         WHEREAS, The 24 regional councils are comprised of city,
  county, and special district members, and they all work together to
  implement cost-effective and results-oriented strategies that
  address statewide and local needs on a regional scale; in addition,
  the association provides vital policy and program support for state
  and local leaders; and
         WHEREAS, TARC enables its members to assist local governments
  by sharing best practices, educating the public, and representing
  councils before city, state, and federal agencies, as well as
  legislative bodies; furthermore, its members work closely with
  state and federal partners on a variety of projects that are vital
  to the health and safety of Texas residents, including developing
  regional emergency preparedness strategies, implementing services
  and programs for the elderly, overseeing regional planning for
  environmental issues, improving regional 911 systems, and
  supporting community and economic development; TARC is governed by
  a board of elected officials that includes county judges,
  commissioners, mayors, and city council members from across the
  state's COG regions; and
         WHEREAS, Over the course of the past half century, the Texas
  Association of Regional Councils has provided invaluable support to
  its member councils and has greatly contributed to the betterment
  of communities across the Lone Star State, and it is indeed a
  pleasure to join in celebrating this significant milestone in the
  organization's history; now, therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby commemorate the 50th anniversary of the Texas
  Association of Regional Councils and extend to all those associated
  with the organization sincere best wishes for the future; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for the association as an expression of high regard by the
  Texas House of Representatives.
