R E S O L U T I O N
         WHEREAS, It is the goal of the Harlingen Consolidated
  Independent School District to contribute to the development of a
  competent and qualified workforce in our area and state by ensuring
  that every student who graduates from the district is college and
  career ready; and
         WHEREAS, One such future graduate is Victoria R. Garcia of
  Harlingen High School, a multifaceted individual who possesses
  commitment, determination, and a passion to excel in all areas of
  her life; and
         WHEREAS, As a skilled tradesperson, Ms. Garcia has competed
  throughout her high school career in masonry events, where
  contestants are predominantly young men; she achieved second place
  at the 2023 Spec Mix Junior Bricklayer 500, first place at the 2023
  SkillsUSA Texas District 13 competition, and first place at the
  2023 SkillsUSA Texas Leadership and Skills Conference; and
         WHEREAS, She is preparing to represent the state of Texas
  this summer at the SkillsUSA National Leadership & Skills
  Conference in Atlanta, Georgia; and
         WHEREAS, In accomplishing her goals, Ms. Garcia has
  benefited greatly from the support of her family and others who have
  cultivated her talent; these individuals include Liz Graves, chair
  of the Texas Masonry Council's Workforce Development Committee, and
  Ashton White, workforce coordinator for the Texas Masonry Council's
  Masonry Rocks career program, as well as two of her teachers at
  Harlingen High School, Victor Santillan and Rolando Cuellar; and
         WHEREAS, Ms. Garcia has also received recognition from the
  Rio Grande Valley Chapter of Associated General Contractors at its
  Women in Construction event, and she participated in "Masonry Days"
  with the Texas Masonry Council in San Antonio to help other high
  school students learn the masonry trade; and
         WHEREAS, In addition to her achievements in masonry,
  Ms. Garcia has made her mark in other areas of her life; she is an
  active member of her school's student council, where she has worked
  tirelessly to enhance the student experience, foster school spirit,
  and advocate for positive change; and
         WHEREAS, Ms. Garcia's mission is to continue to strive for
  excellence in all aspects of her life, using her talents and skills
  to make a difference in her community; she is committed to achieving
  her goals and inspiring others to do the same; after graduating from
  high school, she will continue her education at Texas State
  Technical College in Harlingen as a member of the Building
  Construction Technology Program, where she will pursue her goal of
  working in the construction industry as a construction manager; and
         WHEREAS, Victoria Garcia's leadership skills, passion for
  service, and dedication to excellence have earned her the respect
  and admiration of her peers and teachers, and she is indeed
  deserving of special recognition; now, therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby honor Victoria R. Garcia for her accomplishments
  in masonry and extend to her sincere best wishes for continued
  success in all her endeavors; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Garcia as an expression of high regard by the Texas
  House of Representatives.
