R E S O L U T I O N
         WHEREAS, Norris Batiste Jr. rendered exceptional service to
  the community at large during his tenure as U.S. marshal for the
  Eastern District of Texas; and
         WHEREAS, In June 1994, Norris Batiste was nominated by
  President Bill Clinton as the U.S. marshal for the Eastern District
  of Texas; confirmed by the United States Senate later that year,
  Mr. Batiste became the first African American to serve as
  U.S. marshal for the Eastern District and only the second Black
  individual to hold the title in the Lone Star State; and
         WHEREAS, A longtime community leader, Mr. Batiste is a past
  president of the Golden Triangle Coalition of Black Democrats and
  has chaired the group's political action committee; he is also a
  valued parishioner of Our Mother of Mercy Catholic Church, where he
  has served as president of the parish council and of the Parent
  Teacher Organization of the church's school; additionally, he was
  PTA president for Ozen High School, and he lent his time and
  expertise to the L. L. Melton YMCA Board of Directors; and
         WHEREAS, A proud military veteran, Mr. Batiste served with
  the U.S. Army Signal Intelligence Service as a member of the 101st
  Airborne Division during the Vietnam War; he went on to distinguish
  himself during his civilian career with Exxon Gas System, Inc.,
  where he oversaw the company's safety and environmental efforts and
  the daily operation of hundreds of miles of pipeline; he holds an
  associate's degree and a bachelor's degree from Lamar University;
  and
         WHEREAS, Norris Batiste exemplified the highest ideals of the
  United States Marshals Service over the course of his tenure in the
  Eastern District of Texas, and it is indeed a pleasure to join in
  recognizing him for his contributions to the safety, protection,
  and welfare of his fellow citizens; now, therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby commend Norris Batiste Jr. for his dedicated
  service as U.S. marshal for the Eastern District of Texas and extend
  to him sincere best wishes for continued success and happiness in
  all his endeavors; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Batiste as an expression of high regard by the
  Texas House of Representatives.
