R E S O L U T I O N
         WHEREAS, Phillip Martin has rendered outstanding service to
  his colleagues and his fellow Texans as executive director of the
  House Democratic Caucus; and
         WHEREAS, An alumnus of The University of Texas at Austin,
  Mr. Martin earned a master of public policy degree from Harvard
  Kennedy School; he has been involved in politics and public policy
  for many years, and he began his affiliation with the Texas
  Legislature as the chief of staff for State Representative Garnet
  Coleman in 2006; over the course of his career, he has served as
  deputy director of Progress Texas, as policy director for the Texas
  Legislative Study Group, as a communications specialist for the
  Texas Democratic Trust, and as a blogger for the Burnt Orange
  Report; he currently manages the Environmental Defense Fund's
  initiative to promote the use of zero-emission trucks in Texas; and
         WHEREAS, Mr. Martin joined the House Democratic Caucus in
  2017, and he demonstrated exceptional dedication and leadership
  over the course of his tenure as its executive director, which
  concluded in 2021; and
         WHEREAS, The House Democratic Caucus has benefited immensely
  from Phillip Martin's steadfast commitment to its mission, and he
  may indeed reflect with pride on all that he has accomplished; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby honor Phillip Martin for his exemplary service
  as executive director of the House Democratic Caucus and extend to
  him sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Martin as an expression of high regard by the Texas
  House of Representatives.
