A BILL TO BE ENTITLED
 
AN ACT
  relating to establishing a committee to develop school safety and
  security rules and standards for newly constructed school
  facilities.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 7.061, Education Code, is amended by
  adding Subsection (b-1) to read as follows:
         (b-1)  In adopting or amending rules under Subsection (b),
  the commissioner shall incorporate the new school facility safety
  and security rules and standards developed under Section 7.0615.
         SECTION 2.  Subchapter C, Chapter 7, Education Code, is
  amended by adding Section 7.0615 to read as follows:
         Sec. 7.0615.  NEW SCHOOL FACILITY SAFETY AND SECURITY RULES
  AND STANDARDS. (a) The commissioner, in collaboration with the
  Texas School Safety Center, shall establish a committee to develop
  rules and standards for required school safety and security
  features for newly constructed school district and open-enrollment
  charter school facilities.
         (b)  Any school district or open-enrollment charter school
  facility for which construction commences on or after January 1,
  2024, must comply with the rules and standards developed by the
  committee under this section.
         (c)  The agency shall publish the rules and standards
  developed under this section on the agency's Internet website.
         SECTION 3.  (a) Not later than October 1, 2023, the
  commissioner of the Texas Education Agency, in collaboration with
  the Texas School Safety Center, shall establish the committee
  required under Section 7.0615, Education Code, as added by this
  Act.
         (b)  Not later than December 1, 2023, the Texas Education
  Agency shall publish on its Internet website the rules and
  standards developed under Section 7.0615, Education Code, as added
  by this Act.
         SECTION 4.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2023.
