A BILL TO BE ENTITLED
 
AN ACT
  relating to the administration of a grant program for the
  establishment and expansion of community collaboratives.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 539, Government Code, is amended by
  adding Sections 539.010 and 539.011 to read as follows:
         Sec. 539.010.  COMMUNITY COLLABORATIVES FUND. (a)  In this
  section, "fund" means the community collaboratives fund
  established under this section.
         (b)  The community collaboratives fund is established as a
  special fund in the state treasury.
         (c)  The fund consists of:
               (1)  legislative appropriations to the department for a
  purpose of the fund;
               (2)  any revenue that by law is dedicated for deposit to
  the fund;
               (3)  interest or other earnings on money credited to or
  allocable to the fund; and
               (4)  money from gifts, grants, or donations to the
  fund.
         (d)  The department may use the fund only to:
               (1)  provide grants to entities in accordance with this
  chapter; and
               (2)  pay the necessary and reasonable expenses of
  administering the fund.
         Sec. 539.011.  BIENNIAL REPORT. (a)  The department shall
  prepare a report that includes:
               (1)  the method by which the department chose entities
  to award grants to under this chapter;
               (2)  the amount of each grant awarded to an entity under
  this chapter;
               (3)  the number of individuals served by each community
  collaborative receiving grant funds under this chapter; and
               (4)  the results of the annual review of outcome
  measures required by Section 539.006.
         (b)  Not later than September 1 of each even-numbered year,
  the department shall submit a report described by Subsection (a)
  to:
               (1)  the standing committees of the legislature having
  jurisdiction over the department and state finance; and
               (2)  the Legislative Budget Board.
         SECTION 2.  This Act takes effect September 1, 2023.
