SENATE CONCURRENT RESOLUTION
|
|
WHEREAS, 19 school children were murdered and two teachers at |
|
Robb Elementary in Uvalde, Texas on May 24, 2022, and |
|
WHEREAS, hundreds of law enforcement officials, including at |
|
least 91 Department of Public Safety (DPS) troopers and rangers, |
|
waited 77 minutes before ending the slaughter of innocence while |
|
children and teachers bled out on the floor of their classroom; and |
|
WHEREAS, the failure to intercede on behalf of the injured |
|
and mortally wounded may have led to the death of several children |
|
and, at least, one teacher, and exacerbated the wounds of other |
|
victims; and |
|
WHEREAS, the failure on behalf of the law enforcement |
|
officials, including DPS employees, to adequately and efficiently |
|
care for the wounded may have further aggravated the injuries and |
|
suffering of the victims; now, therefore, be it |
|
RESOLVED, by the Legislature of the State of Texas, That a |
|
student or teacher injured or killed during the attack on Robb |
|
Elementary on May 24, 2022, with a claim based on the conduct or |
|
negligence of a state employee is granted permission to sue the |
|
State of Texas and any of its agencies, departments, bureaus, |
|
boards, commissions, offices, councils, courts, and institutions |
|
of higher education subject to Chapter 107, Civil Practice and |
|
Remedies Code, for damages authorized by law. |
