SENATE RESOLUTION NO. 288
 
 
  In Memory
  of
  Bobby Evans
 
         WHEREAS, A full and generous life drew to a close with the
  passing of James Robert Evans of Fort Worth on February 2, 2023,
  at the age of 87; and
 
         WHEREAS, The son of Bernice Glasscock Evans and Walter
  Sidney Evans, Bobby Evans was born in San Angelo on March 30,
  1935, and he grew up with the companionship of two siblings,
  William Sidney and Jo Alice; after graduating from San Angelo
  High School, he went on to earn a bachelor's degree in civil
  engineering from Texas Tech University, where he was a member of
  ROTC; and
 
         WHEREAS, Mr. Evans enjoyed a rewarding career as a civil
  engineer for the Texas Department of Transportation that spanned
  more than four decades; over the course of his tenure, he held a
  number of positions in Lubbock, San Angelo, Del Rio, and Tyler;
  as district engineer in Tyler, he played an instrumental role in
  establishing the Adopt-A-Highway program, and he was recognized
  with the Leadership Award from Keep Texas Beautiful, the Phoenix
  Award from the Society of American Travel Writers, and the Gibb
  Gilchrist Award from Texas A&M Transportation Institute for
  outstanding service to TxDOT; in addition, he was granted
  honorary membership to the International Adopt-A-Highway
  Association; and
 
         WHEREAS, In 1995, Mr. Evans returned to San Angelo, where
  he worked in business development and client relations for BWR
  Corporation, WSBC Civil Engineers Inc., and Arcadis; following
  his retirement in 2010, he moved to Fort Worth; and
 
         WHEREAS, Along the way, Mr. Evans served as president of
  the Tyler Downtown Rotary Club and the State Highway 31
  Association and as chair of the Texas Alliance of Minority
  Engineers; a man of deep faith, he was a valued congregant of
  Arlington Heights United Methodist Church; in his leisure time,
  he enjoyed following Texas Tech Red Raider football and spending
  time at the Bronte ranch with friends and family; and
 
         WHEREAS, In all his endeavors, Mr. Evans benefited from
  the love and support of his wife, Billie Jean, with whom he shared
  a fulfilling union of 64 years until her passing in 2021; he took
  great pride in his two children, Susan and Mark, as well as in his
  seven grandchildren, Laura, Matthew, Karen, Andrew, Alan, Bryan,
  and Mandy, two great-grandchildren, Walt and Charlie, and three
  step-great-grandchildren, Payton, Reese, and Enzo; and
 
         WHEREAS, Admired for his integrity, kindness, and
  generosity, Bobby Evans has left his family and friends with a
  wealth of treasured memories, and they will forever hold him
  close in their hearts; now, therefore, be it
 
         RESOLVED, That the Senate of the State of Texas, 88th
  Legislature, hereby pay tribute to the life of James Robert Evans
  and extend sincere condolences to all who mourn his passing; and,
  be it further
 
         RESOLVED, That an official copy of this Resolution be
  prepared for his family and that when the Texas Senate adjourns
  this day, it do so in memory of Bobby Evans.
