SENATE RESOLUTION NO. 461
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Javier Norberto Garcia on the grand occasion of his
  75th birthday and to honor him for his outstanding service to his
  community, county, and country; and
         WHEREAS, Javier Norberto Garcia was born on April 12, 1948,
  in Alice; after attending schools in the Ben Bolt-Palito Blanco
  Consolidated Independent School District and graduating in 1966,
  Javier enlisted in the National Guard and served his country with
  honor and distinction for 22 years; and
         WHEREAS, A man of strength and determination, Javier
  served his community in addition to his military service by
  becoming an educator with the Alice Independent School District;
  he led a rewarding career as a teacher for 20 years, and he was
  elected to the board of the Ben Bolt-Palito Blanco Consolidated
  Independent School District and served for 10 years; and
         WHEREAS, Throughout his life, this exemplary citizen and
  distinguished veteran has embodied the traits of selflessness
  and devotion to service, dedicating himself to helping others and
  to serving as a voice for those around him; he served on the Jim
  Wells County Appraisal District Board of Directors for 32 years
  and served as Jim Wells County commissioner, for Precinct Four
  for 24 years; and
         WHEREAS, During his time as county commissioner, Javier
  collaborated with nonprofit organizations, including Community
  Action Corporation of South Texas, to establish parks in Ben Bolt
  and in Palito Blanco; he gave generously of his time and energy to
  provide services and meals for the elderly in Jim Wells County,
  and he is truly deserving of special recognition for all that he
  has done to care for others and to strengthen his community; now,
  therefore, be it
         RESOLVED, That the Senate of the State of Texas, 88th
  Legislature, hereby commend Javier Norberto Garcia on his many
  achievements and on his outstanding contributions to the
  well-being and prosperity of his community and of the Lone Star
  State and extend to him best wishes for much joy and fulfillment
  in the years ahead; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of esteem from the Texas Senate.
