SENATE RESOLUTION
|
|
WHEREAS, Carlos Leon served as Precinct 1 commissioner of |
|
the El Paso County Commissioners Court at the end of his term in |
|
2024, drawing to a close an exemplary tenure that has spanned |
|
more than two decades; and |
|
WHEREAS, First elected as the El Paso County Precinct 1 |
|
commissioner in 2012, Mr. Leon took office on January 1, 2013; |
|
among his many accomplishments over the years, he has helped to |
|
improve public safety, establish a County Administration Office, |
|
increase health care access, and maintain fiscal responsibility |
|
at the county level; he has also worked to ensure that the |
|
county's lowest-level employees receive fair wages and to |
|
improve public infrastructure in communities lacking sufficient |
|
utility and transportation services; in addition, he played a key |
|
role in the passage of a bond measure that led to the |
|
establishment of a series of health clinics that now provide |
|
invaluable care to area citizens, and he was instrumental in the |
|
development of a partnership between The University of Texas at |
|
El Paso and the county in order to bolster operations at Fabens |
|
Airport; and |
|
WHEREAS, Mr. Leon began his career as a public servant in |
|
1974, when he joined the El Paso Police Department; over the |
|
course of his 30-year tenure with the agency, he championed the |
|
community policing strategy that is still in practice today; he |
|
was promoted to chief of police in 1999, and following his |
|
retirement from the force in 2003, he began serving as a law |
|
enforcement and security consultant for a variety of |
|
organizations, including the National Center for Missing & |
|
Exploited Children; and |
|
WHEREAS, The dedication, hard work, and commitment to |
|
excellence demonstrated by Carlos Leon have greatly benefited |
|
the residents of El Paso County, and he may indeed reflect with |
|
pride on the important contributions he has made during his more |
|
than four decades of public service; now, therefore, be it |
|
RESOLVED, That the Senate of the 88th Texas Legislature |
|
hereby congratulate Carlos Leon on his retirement as Precinct 1 |
|
commissioner of the El Paso County Commissioners Court and |
|
commend him for his many years of outstanding service to his |
|
fellow citizens; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for Mr. Leon as an expression of high regard by the |
|
Texas Senate. |
