R E S O L U T I O N
         WHEREAS, Elizabeth Watkins, the president and founder of
  Refresh Frisco, received a Governor's Volunteer of the Year Award
  on April 19, 2023; and
         WHEREAS, At the 39th Annual Governor's Volunteer of the Year
  Awards, honorary chair First Lady Cecilia Abbott recognized 14
  individuals from across the Lone Star State who demonstrated an
  exceptional dedication to serving their communities in 2022; and
         WHEREAS, A fitting recipient of this prestigious honor,
  Ms. Watkins is the founder of Refresh Frisco, a nonprofit
  organization that provides essential hygiene products to children
  in need; the organization distributes Refresh Packs, which contain
  a selection of hygiene supplies, including soap, deodorant, and
  toothpaste, to students in the Frisco Independent School District;
  and
         WHEREAS, Ms. Watkins recently expanded the program's reach
  with the establishment of Refresh Little Elm in order to serve
  students in the Little Elm Independent School District; in the
  three years since its establishment, Refresh Frisco has provided
  products to more than 1,400 students, and it earned a Best in
  Business honor from Frisco STYLE Magazine and selection as a
  Nonprofit Organization of the Year finalist by the Frisco Chamber
  of Commerce; and
         WHEREAS, Ms. Watkins has been a valued resident of Frisco for
  the past 15 years, and she holds a bachelor's degree in accounting
  and a master's degree in business administration from Gonzaga
  University as well as a nonprofit management certificate; and
         WHEREAS, Elizabeth Watkins has made a meaningful difference
  in the lives of numerous young Texans, and it is a pleasure to join
  in honoring her for her contributions; now, therefore, be it
         RESOLVED, That the Senate of the 88th Texas Legislature
  hereby congratulate Elizabeth Watkins on receiving a 2023
  Governor's Volunteer of the Year Award and extend to her sincere
  best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Watkins as an expression of high regard by the
  Texas Senate.
