SENATE RESOLUTION
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Sergeant Robert Rangel on his heroic actions at
  Methodist Dallas Medical Center on October 22, 2022; and
         WHEREAS, Sergeant Robert Rangel of the Methodist Health
  System Police Department in Dallas demonstrated exceptional
  skill and composure when confronting an armed felon on parole who
  was granted permission by his parole officer to be present at
  Methodist Dallas Medical Center for the birth of his child; and
         WHEREAS, After an argument with his girlfriend, the
  assailant opened fire and killed social worker Jacqueline Pokuaa
  as well as registered nurse Katie Annette Flowers, who had
  responded to the disturbance in the labor and delivery department
  of the hospital; and
         WHEREAS, At great personal risk, Sergeant Rangel shot and
  assisted in disarming the assailant, thereby preventing him from
  escaping and causing further harm to patients, employees, and
  physicians in the hospital; and
         WHEREAS, A courageous officer whose training and
  protective instincts prompted his swift and effective actions,
  Sergeant Rangel has distinguished himself as an officer who does
  not hesitate to confront danger; he is a credit to his department
  and to the law enforcement community, and he is indeed deserving
  of special recognition for his valor and his exemplary service;
  now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 88th
  Legislature, hereby commend Sergeant Robert Rangel on his heroic
  actions to defend the lives of patients and hospital staff at
  Methodist Dallas Medical Center and extend to him an expression
  of sincere gratitude and best wishes for success in all of his
  endeavors; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of high regard from the Texas Senate.
