R E S O L U T I O N
|

|
BE IT RESOLVED by the Senate of the State of Texas, 88th |
|
Legislature, Regular Session, 2023, That Senate Rule 12.03 be |
|
suspended in part as provided by Senate Rule 12.08 to enable the |
|
conference committee appointed to resolve the differences on Senate |
|
Bill 1893 (prohibiting the use of certain social media applications |
|
and services on devices owned or leased by governmental entities) |
|
to consider and take action on the following matters: |
|
(1) Senate Rule 12.03(1) is suspended to permit the |
|
committee to change, alter, or amend text which is not in |
|
disagreement in proposed SECTION 1 of the bill, in added Section |
|
620.001(1)(B), Government Code, by striking "by executive order" |
|
and substituting "by proclamation". |
|
Explanation: The change is necessary to ensure the proper |
|
method by which the governor specifies a social media application |
|
as a covered application. |
|
(2) Senate Rule 12.03(1) is suspended to permit the |
|
committee to change, alter, or amend text which is not in |
|
disagreement in proposed SECTION 1 of the bill, in added Section |
|
620.001(2)(B), Government Code, between "a court of appeals," and |
|
"or the Texas Judicial Council", by inserting "a district court,". |
|
Explanation: The change is necessary to ensure that district |
|
courts comply with the Act. |
|
(3) Senate Rule 12.03(1) is suspended to permit the |
|
committee to change, alter, or amend text which is not in |
|
disagreement in proposed SECTION 1 of the bill, in the heading to |
|
added Section 620.005, Government Code, by striking "ORDER" and |
|
substituting "PROCLAMATION". |

Explanation: The change is necessary to ensure the proper |
|
method by which the governor specifies a social media application |
|
as a covered application. |
|
(4) Senate Rule 12.03(1) is suspended to permit the |
|
committee to change, alter, or amend text which is not in |
|
disagreement in proposed SECTION 1 of the bill, in added Section |
|
620.005, Government Code, by striking "executive order" and |
|
