No significant fiscal implication to the State is anticipated.

The bill would change rules relating to certain clemency hearings conducted by the Board of Pardons and Paroles (BPP). According to BPP and the Texas Department of Criminal Justice, the costs associated with the bill's provisions could be absorbed using existing resources.
