LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

March 18, 2023

TO:
Honorable Terry Canales, Chair, House Committee on Transportation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB433 by VanDeaver (Relating to the definition of a commercial fleet.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Transportation Code, Chapter 502, relating to registration of vehicles, to change the definition of “commercial fleet” to mean a group of at least 12 of certain types of vehicles instead of 25 vehicles under current law.

The Texas Department of Motor Vehicles (TxDMV) reports that the bill would result in an increase in the number of vehicles eligible to be considered part of a commercial fleet and, thereby, making multi-year fleet registration available to more participants. Based on the information and analysis provided by TxDMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the department's existing resources and any gain to state revenue from additional commercial fleet registration fees would not be significant.

Local Government Impact

No fiscal implication to units of local government is anticipated.
