Honorable Victoria Neave Criado, Chair, House Committee on County Affairs
FROM:
Jerry McGinty, Director, Legislative Budget Board
IN RE:
HB484 by Meza (relating to suicide prevention in municipal jails.), Committee Report 1st House, Substituted
No significant fiscal implication to the State is anticipated.
The bill would require municipal jails to conduct suicide prevention training for certain staff as well as mental health screenings during intake, and to house persons identified as potentially suicidal in a cell with cameras and to regularly check on those persons. The bill would further require municipal jails to report incidents of suicide or attempted suicide to the Office of the Attorney General within 48 hours.
Local Government Impact
The bill's provisions may create costs for municipal jails to the extent that the required training, processes, and camera infrastructure are not already in place.
