March 24, 2023

TO:
Honorable Senfronia Thompson, Chair, House Committee on Youth Health & Safety, Select

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB516 by Wu (Relating to requiring a school district or open-enrollment charter school to report data regarding certain disciplinary or law enforcement actions taken against students.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

It is assumed that any costs associated with the bill could be absorbed using existing resources.

Local Government Impact

The bill would require school districts to collect and report, at least 5 new data elements concerning student disciplinary referrals by campus with comparison data and disaggregation by student groups to TEA. The bill would also require development of new processes and procedures, data collection, tracking, and reporting, which could result in significant additional costs for school districts.
