No significant fiscal implication to the State is anticipated.

Based on information provided by The Texas University System and the Texas A&M System, implementation of the bill could impact medical plans resulting in a significant costs to institutional funds. Institutional Funds are not appropriated in the General Appropriations Act, and therefore not a cost to the State. 

The bill would amend the Insurance Code to prohibit a health benefit plan from requiring an enrollee to obtain more than one prior authorization annually of the prescription drug benefit for a prescription drug prescribed to treat a chronic or autoimmune disease. It is assumed any costs associated with the bill would be implemented within existing resources.
