LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

April 18, 2023

TO:
Honorable Giovanni Capriglione, Chair, House Committee on Pensions, Investments & Financial Services

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB840 by Gates (Relating to the establishment of a bundled-pricing program to reduce certain health care costs in the state employees group benefits program.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Insurance Code to require the Employees Retirement System (ERS) to develop a cost-positive bundled-pricing program for health benefit plans provided under the Group Benefits Program administered by ERS.  According to ERS, some administrative costs will result from implementing the provisions of the bill.  This analysis assumes any costs associated with the bill can be absorbed using existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
