No significant fiscal implication to the State is anticipated.

It is assumed that any costs associated with the bill could be absorbed using existing resources.

Local Government Impact

The fiscal implication to units of local government cannot be determined. According to the analysis provided by the Office of Court Administration, local courts may see an increase in filings by grandparents seeking possession and access of a grandchild potentially resulting in increased court hearings and work required by court personnel. 

Additionally, the appointment of a guardian ad litem may result in additional county expenditures to pay for the cost of the guardian ad litem in cases where parties are not able to pay for the expense.
