No significant fiscal implication to the State is anticipated.

The bill would require parental consent for the disclosure of a student's information in order for a school district to request reimbursement under the School Health and Related Services Program (SHARS). The bill would also require the Health and Human Services Commission to make yearly updates to the Texas Medicaid Provider Procedures Manual and establish and support the SHARS advisory council. It is assumed that any costs associated with the bill could be absorbed using existing resources.

Local Government Impact

Local education agencies would need to establish procedures for obtaining parental consent for students receiving services under SHARS and submitting them to the Texas Education Agency and the Health and Human Services Commission. No significant fiscal implication to units of local government is anticipated.
