Fiscal Analysis
The bill would require the Higher Education Coordinating Board and the Department of Family and Protective Services (DFPS) to design and implement a streamlined eligibility determination and application process for tuition and fee exemptions under Education Code 54.366 and Education Code 54.367.
Methodology
For purposes of this fiscal note, it is assumed DFPS would be the lead agency in streamlining the application process required under the bill.
It is assumed any costs to the Texas Education Agency, the Higher Education Coordinating Board, and the university systems could be absorbed within existing resources.
Technology
According to DFPS, to support eligibility determination and applications for exemptions, the agency would need to create a web-based application as well as update the Information Management Protecting Adults and Children in Texas (IMPACT) to include those functions. In addition, DFPS assumes a batch process would be developed for information sharing between DFPS and the Higher Education Coordinating Board. The agency assumes it would take 2,793 hours in fiscal year 2024, 279 hours in fiscal year 2025 and 1.0 contracted Fulltime Equivalent in fiscal year 2024 to complete the IT changes.
Local Government Impact
No fiscal implication to units of local government is anticipated.
