No significant fiscal implication to the State is anticipated.
The bill would require the Department of State Health Services (DSHS) to adopt a process to verify a person's status as a homeless individual and prescribe the documentation necessary for the issuance of a certified copy of a birth record to a homeless individual. The bill would require DSHS (along with a local registrar or county clerk) to waive the fee for issuance of a certified copy of the birth record to the homeless individual. Based on previous waivers issued to homeless youth and victims of family or dating violence, it is assumed that any costs associated with the bill could be absorbed by DSHS using existing resources.
