LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

March 13, 2023

TO:
Honorable Ken King, Chair, House Committee on Licensing & Administrative Procedures

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB1859 by Schaefer (Relating to the regulation of air conditioning and refrigeration contracting, including eligibility for an air conditioning and refrigeration technician registration or certification.), As Introduced

No significant fiscal implication to the State is anticipated.

Based on the analysis of the Texas Department of Licensing and Regulation, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

This estimate assumes that any negative impact to revenue from offering the incentives proposed in the bill would be offset by an increased number of license applications and associated fees due to the promotion of these education programs.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
