IN RE:	HB2125 by Bucy (Relating to a required training course for persons serving as special education representatives and hearing officers at impartial due process hearings or as facilitators for individualized education program facilitation.), As Introduced

Depending on decisions made by the Commission on Developmental Disabilities on the creation and implementation of the training program and test for certain special education hearing participants, additional FTE recources may be required. However, it is assumed that any costs associated with the bill could be absorbed using existing resources.

The bill would require school districts to ensure that hearing officers and parties who are represented by non-attorneys in special education due process hearings against them will have taken a specific course on special education law and passed an exam. Districts would also need to ensure that certain Individualized Education Program facilitators have also taken the course and passed the exam.

School districts would ensure the Special Education Dispute Resolution Handbook, the Notice of Procedural Safeguards, and the Parent's Guide to the Admission, Review, and Dismissal Process are updated due to requirements that the district provide a hardcopy to parents of the Notice of Procedural Safeguards and the Parent's Guide to the Admission, Review, and Dismissal Process. There would also be costs to some Education Service Centers associated with translation, printing, and distribution of the documents.
