Fiscal Analysis
The bill would direct the Texas Education Agency (TEA) to develop and make available training materials for bilingual and dual language immersion programs.
The bill would direct TEA to adopt rules providing for robust monitoring of bilingual education and special language programs. The bill would require TEA to review bilingual education and special language program requirements to ensure those requirements prioritize meeting student needs and closing learning gaps for emergent bilingual students; and engage directly with school districts offering bilingual education or special language programs to improve outcomes for emergent bilingual students, including by identifying districts offering programs with deficiencies and providing technical assistance to those districts.
Methodology
TEA estimates that a team of 3 FTEs would be needed to implement the provisions of the bill. TEA estimates the cost of salary and benefits to be $302,742 in FY 24 and $318,057 in subsequent years.
Technology
The cost estimate to develop and implement requirements in the Texas Student Data System and TREx applications are $57,961 FY 24, $114,289 in FY 25 and $7,500 in subsequent years.
Local Government Impact
School districts would collect and report the Alternative Language bilingual exception or ESL waiver status of each staff person who is teaching in the bilingual and special language programs. LEAs would need to collect and report the Alternative Language Education method for each student identified as being taught in an alternative language program.
