LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

March 27, 2023

TO:
Honorable Terry Canales, Chair, House Committee on Transportation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2341 by Guillen (Relating to procedures governing a regional mobility authority in relation to certain federal public transportation funding.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Transportation Code, Chapter 370, to prohibit a regional mobility authority (RMA) from applying for funding under 49 U.S.C. Section 5307 (Federal Transit Administration Urbanized Area Formula Grants) without the approval of the Texas Department of Transportation (TxDOT). The bill would stipulate that TxDOT may not give approval to an RMA to apply for Section 5307 funds unless the RMA becomes a designated recipient.

Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
