LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

May 16, 2023

TO:
Honorable Lois W. Kolkhorst, Chair, Senate Committee on Health & Human Services

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2478 by Klick (Relating to newborn and infant screening tests.), As Engrossed

No significant fiscal implication to the State is anticipated.

It is assumed that any costs associated with the bill could be absorbed using existing resources.

The bill authorizes, but does not require, the Department of State Health Services (DSHS) to use appropriated funds to ensure that a DSHS laboratory or one approved by DSHS is available seven days a week to perform newborn screening tests. The agency estimates a biennial cost of $9,811,824 and an additional 33.0 FTEs each fiscal year if newborn screenings tests are transitioned to a seven days a week schedule.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
