LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

April 17, 2023

TO:
Honorable Terry M. Wilson, Chair, House Committee on Defense & Veterans' Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2503 by Lujan (relating to the issuance of specialty license plates for veterans with disabilities and recipients of the Texas Humanitarian Service Medal and federal Humanitarian Service Medal.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Department of Motor Vehicles (TxDMV) to issue Texas Humanitarian Service Medal and federal Humanitarian Service Medal specialty license plates. The bill would amend Transportation Code, Section 504.202, to include the emblems for the Texas Humanitarian Service Medal, federal Humanitarian Service Medal, and specialty plates issued under Section 504.307 among the optional emblems that may be included on a Disabled Veteran license plate on request of the applicant.

Based on the information and analysis provided by TxDMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the department's existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
