LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

April 18, 2023

TO:
Honorable Harold V. Dutton, Jr., Chair, House Committee on Juvenile Justice & Family Issues

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2716 by Hull (Relating to neglect of a child and the grounds for termination of the parent-child relationship and possession of a child by the Department of Family and Protective Services.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would add parental refusal to administer or consent to the administration of a psychotropic medication to the child except in certain circumstances to the list of evidence that does constitute clear and convincing evidence sufficient for a court to order termination of a parent-child relationship.

It is assumed any costs to the Department of Family and Protective Services could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
