Fiscal Analysis
The bill would require the Texas Interagency Council for Homeless (TICH) to conduct a study that examines the housing needs of youth transitioning from foster care or the juvenile justice system to independent living and be submitted by November 1, 2024 to the Texas Department of Housing and Community Affairs (TDHCA). The bill would take effect September 1, 2023.
Methodology
According to the TDHCA, the agency would need to outsource conducting the study to a third party. for an estimated cost of $350,000 in General Revenue in fiscal year 2024. This cost estimate is based on a similar housing report and study previously outsourced by TDHCA.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
