No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 395 of the Local Government Code to require the Texas Department of Transportation (TxDOT), in consultation with the Texas A&M Transportation Institute (TTI), to conduct a study to determine the feasibility of using municipal impact fees to pay for roadway facilities that are necessary due to municipal development. The bill would require TxDOT to provide the results of the study to the Legislature not later than September 1, 2024. The provisions of the bill would expire on September 1, 2025.

Based on the information provided by TTI, it is assumed any costs associated with participating in the study would be accommodated through a contract with TxDOT. Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
