LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

May 20, 2023

TO:
Honorable Paul Bettencourt, Chair, Senate Committee on Local Government

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB3127 by Ashby (Relating to the study of school district property values conducted by the comptroller of public accounts.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would remove the requirement that appraisal districts be in compliance with the Comptroller's most recent Methods and Assistance Program review in order for the school districts they appraise to be eligible for the grace period during which local value may be used.

The bill would extend the deadline by which a school district or a property owner whose property is included in the property value study and whose tax liability on the property is $100,000 or more may file a protest of the Comptroller's findings from the 40th day following certification to the Commissioner of Education to the 50th day.

It is assumed that any costs associated with the bill could be absorbed using existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
