Fiscal Analysis

The bill would require the Department of Public Safety (DPS) to provide for each applicant an optional designation on a driver's license or identification certificate indicating that a person has a hearing impairment.

The bill would take effect September 1, 2023.

Methodology

Based on information provided by DPS, the Driver License Division would be able to update the necessary application forms and redesign the driver's license and identification certificates utilizing existing resources. 

The Department of Information Resources provided DPS with an estimate of $6,538,224 in fiscal year 2024 for necessary programming changes to the Texas.gov ‘Texas by Texas' website and mobile application to implement the provisions of the bill.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
