LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

April 14, 2023

TO:
Honorable John Kuempel, Chair, House Committee on Higher Education

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB3140 by King, Ken (Relating to eligibility requirements for the Teach for Texas Loan Repayment Assistance Program.), As Introduced

The fiscal implications of the bill cannot be determined due to the unavailability of data related to the number of school mental health professionals that would participate in the Teach for Texas Loan Repayment Assistance Program.

The bill would amend eligibility requirements for the Teach for Texas Loan Repayment Assistance Program to allow certain school mental health professionals to participate in the program. While the Teach for Texas Loan Repayment Assistance Program is an existing program, the Higher Education Coordinating Board indicates that they do not have sufficient data to estimate how many additional individuals would be eligible for the program as a result of the legislation.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
