LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

April 16, 2023

TO:
Honorable Senfronia Thompson, Chair, House Committee on Youth Health & Safety, Select

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB3186 by Leach (relating to youth diversion strategies and procedures for children accused of certain fine-only offenses in municipal and justice courts and related criminal justice matters; authorizing fees.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

Based on the analysis of the Comptroller of Public Accounts, the bill would rename the General Revenue Account No. 5164 - Truancy Prevention And Diversion; however, it would not have a fiscal impact to the State.

It is assumed that any costs associated with the bill could be absorbed using existing resources.

Local Government Impact

The analysis of the Office of Court Administration, assumes increased fees directing additional funds to the county or municipal juvenile delinquency prevention fund would result in increased revenue to counties and cities; however, the fiscal impact to local units of government cannot be determined because costs to implement the diversion strategies and the amount and timing of fees that would be assessed and collected under the provisions of the bill are unknown.
