Fiscal Analysis

The bill would amend Section 1, Chapter 12, of the Texas Agriculture Code to add section 12.052 related to the establishment of the office of food system security and resiliency in the Department of Agriculture (TDA). The bill would require the department, through the office, to coordinate state resources and programs so food access industry professionals can efficiently use resources to meet the needs of the state, ensure a food system free of disruption, promote the growth, manufacture and processing of agricultural products for farm-to-store and farm-to-table consumption and develop regional food system security and resiliency planning.

The bill would require the agency to make recommendations to the Legislature for legislation that may improve food system security and resiliency not later than December 1 of each even-numbered year. The bill would also require the agency to manage the Texas food system security and resiliency planning council if that council is established by and Act of the 88th Legislature, Regular Session, 2023.

Methodology

Based on information provided by TDA, this analysis assumes TDA would need two FTEs, and related operating equipment and expenses to implement the provisions of the bill. To administer the food systems office the agency would require a Program Specialist IV and a Program Specialists V. The estimated cost for both FTEs is $195,267 in 2024 and $182,723 in 2025.
