Fiscal Analysis

The bill would require the Department of Public Safety (DPS) to provide applicants for a license to carry a handgun (LTC) the option to include on the person's driver's license or commercial driver's license the designation that the person possesses a LTC.

The bill would include the person's LTC number and the period for which the LTC is effective on the LTC designation on the person's driver's license.

The bill would take effect on September 1, 2023.

Methodology

According to DPS, the provisions of the bill would require the agency to redesign the current driver's license/ID card to include the LTC number and period of effectiveness, update six license application forms to include the LTC option, and add a new LTC designation option to the Driver License System. 

This analysis assumes a onetime cost of $1,290,764 in fiscal year 2024, including $36,500 for the creation of a new design with the current contractor, $19,800 to update six license application forms ($3,300 per form), and $1,234,464 in programming costs to update the Driver License System. 

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
