LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

May 18, 2023

TO:
Honorable John Whitmire, Chair, Senate Committee on Criminal Justice

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB3603 by Anderson (Relating to the payment of restitution by a person released on parole or to mandatory supervision.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would shift certain responsibilities related to restitution from the Texas Department of Criminal Justice (TDCJ) to the local courts where the restitution was initially ordered. According to TDCJ, any costs associated with the bill could be absorbed using existing resources.

Local Government Impact

The transfer of responsibilities from TDCJ to local courts would likely create additional duties for court clerks, the fiscal implications of which cannot be determined at this time.
