The fiscal implications of the bill cannot be determined due to the uncertainty in the amount of elimination tournaments that would be held in Texas.
The bill amends the Occupations Code to authorize the Texas Commission of Licensing and Regulation to authorize by rule for elimination tournaments to be conducted in Texas and grant immunity to ringside physicians from civil liability. This bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house;otherwise, this bill would take effect September 1, 2023.
Based on the analysis of the Texas Department of Licensing and Regulation (TDLR), this estimate assumes that the ringside physician immunity provision of the bill would have no significant fiscal impact on TDLR.
This estimate assumes if elimination tournaments are authorized by the Texas Commission of Licensing and Regulation and there are a significant number of tournaments held in Texas, there would be a cost to TDLR as the agency would need additional staffing and contractors to oversee the events. As the number of these tournaments held in Texas cannot be estimated, the fiscal impact of the bill cannot be determined.
