The positive fiscal implications of the bill cannot be determined due to the amount collected from voluntary contributions being unknown.
The bill would amend the Transportation Code to allow a person who applies for a driver's license or personal identification certificate to contribute $1 or more to Account No. 801, Glenda Dawson Donate Life-Texas Registry (Account 801), Account No. 368, Fund for Veterans' Assistance (Account 368), General Revenue-Dedicated Account No. 5170, Evidence Testing (Account 5170), and General Revenue-Dedicated Account No. 5177, Identification Fee Exemption (Account 5177).
The bill would require the Department of Public Safety to remit any contributions to the Comptroller of Public Accounts (CPA) for deposit to the designated fund, account, or program.
According to CPA, Account 801 and Account 368 are both located outside of the treasury so contributions to these funds would have no fiscal impact to the state. Account 5170 and Account 5177 are located within the treasury so contributions would have a positive fiscal impact, though the impact cannot be determined due to the amount collected from the voluntary contributions being unknown.
