FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

May 18, 2023

TO:
Honorable Robert Nichols, Chair, Senate Committee on Transportation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB3861 by Goldman (Relating to the titling and registration of motor vehicles by motor vehicle dealers.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend Transportation Code, Chapter 520, to require motor vehicle dealers to use the electronic system designed by the Texas Department of Motor Vehicles (TxDMV) and made available by a county tax assessor-collector to submit a title and registration application in the name of the purchaser of a motor vehicle.

Based on the information provided by TxDMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the department's existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
